All the updates of the Definitive Edition (which shows up as a separate install) are on the disc (probably one of the few recent PC releases that has everything on the disc).
It requires a first-time online activation on Steam, but all the game files are on the disc and can be installed offline and played offline entirely after that.
Plays perfectly, no issues of any kind.
Languages on the disc: English, French, Italian, German, Spanish, Chinese, Portuguese (Brazil), Russian.
